Category III applications: review the employer, industry, basic salary and documents first.
EP3 commonly refers to Employment Pass Category III, an employment route for expatriates hired by an organisation in Malaysia who meet the applicable salary and other requirements. It is not a residence status obtained by purchasing a package, or an employer-free permission to work. The application should reflect an actual employer, genuine role and verifiable employment arrangements.
If you plan to take a role, deploy personnel or develop a Malaysian business, first identify the employer, duties, industry and remuneration. Incorporation and employment permission are separate workstreams. A newly incorporated company or shareholder position alone does not guarantee a pass.

The revised framework effective 1 June 2026 assesses basic monthly salary, excluding allowances and other payments. Reaching the salary range does not establish that all conditions are met or guarantee approval.
Manufacturing and applicable manufacturing-related services under MITI/MIDA use a Category III range of RM7,000–RM9,999. An RM5,300 example does not satisfy that threshold. Confirm the regulatory agency and sector classification before assessing the case.
Review employer registration, applicable agency approvals, duties and qualification or experience documents. Category III requires a succession plan supporting local talent development. The employer must understand and fulfil its actual responsibilities.
The revised framework provides a Category III employment duration of up to five years, rather than a guaranteed five-year initial issuance. Actual approval is case-specific. Review renewals, existing passes and dependant applications under the applicable transition and Immigration conditions.
Request an itemised statement of government, processing, visa, pass and any applicable bond charges, showing people, duration and payee. A bundled provider quotation is not a standard government fee.
Clarify whether employer assessment, document preparation, relevant approvals, succession-plan support, submission and endorsement assistance are included. Set out third-party work, translation, taxes, renewals and refund terms in writing.
Basic salary, employee deductions, employer contributions and personal income tax are different items. They depend on actual employment, personal tax circumstances and applicable rules. A single example is not a fixed monthly charge for every applicant.
Summarise nationality, passport validity, current location and pass, role, employer, industry, basic salary and intended start date. Existing-pass, employer-change and first-time applications require separate assessment.
Prepare a passport, CV, academic or professional qualifications and employment information initially. The employer prepares company and position records, applicable supporting approvals and the succession plan against the actual checklist.
Submit through the applicable employer application channel and respond to authority requests. Confirm location, departure, visa and entry sequencing for the actual case rather than applying one flowchart to every situation.
After approval, follow the letter for applicable entry and pass formalities and track passport, employment and renewal dates. Processing depends on the authorities and complete records; payment does not guarantee approval.
Generally RM5,000–RM9,999 basic monthly salary; applicable manufacturing and manufacturing-related services use RM7,000–RM9,999. Allowances do not count. Confirm the actual sector and conditions.
EP3 should not be treated as a status purchased as a product. It requires an actual employer and role meeting the relevant approval and employment conditions.
The revised framework permits dependant applications subject to the applicable conditions. Review existing passes, transition rules, relationship evidence and eligibility instead of applying the old blanket prohibition.
Start with employment arrangements and long-stay goals. EP3 centres on an employer and role; PVIP and MM2H have different financial, residency and activity conditions to compare.
